Argentina has a real opportunity in front of it: cheap, abundant energy from Vaca Muerta, a cool climate, open land and a government eager to court the capital-intensive data-center industry. It also has a real reason to slow down before it takes that opportunity. Patagonia's rivers are already running at historic lows, its water and land have already been strained by more than a decade of shale development, and no Argentine regulation yet exists to govern what a data center is allowed to take from the region before it is allowed to build. Before Patagonia becomes a global AI-power hub, that gap needs to close -- and until it does, we think the country should be far more cautious about this buildout than the current pace of announcements suggests.

The economic logic is genuine and worth stating plainly. Pampa Energia, FlexDomes, Green Capital and others are proposing facilities ranging from tens of megawatts to several gigawatts, and the government's Super-RIGI incentive scheme -- 30 years of fiscal, customs and currency benefits for investments over $1 billion -- is explicitly designed to pull that kind of capital toward data processing, cybersecurity and defense. Selling the same Vaca Muerta energy twice, once as electricity and once as computing capacity, is a legitimate way for the region to capture more value than exporting gas and oil alone.

But data centers do not just consume electricity; at typical cooling ratios, a single megawatt of IT load can require on the order of 2.5 million liters of water a year, and Neuquen's rivers are already registering historically low flows, according to Alan Rocha, an expert who has studied the region's water resources. A single proposed 500-megawatt campus, scaled at that rate, implies water demand on a scale the region has not had to plan for. Developers say closed-loop cooling can reduce that draw, but by their own account water is still needed for commissioning, maintenance and emergencies, and none of the specific water studies or environmental assessments for these projects have been made public. Argentina's own officials acknowledge there are, in their words, no specific regulations yet governing data-center installation; the only applicable framework is RIGI, which critics say was written to waive precisely the environmental and local-content requirements a project like this would otherwise face.

Patagonia has been here before. Mapuche communities in rural Neuquen have spent more than a decade absorbing the costs of Vaca Muerta's shale boom: contaminated pasture, airborne dust, and oil spills including one that covered roughly 50,000 square meters near Lake Mari Menuco. "Dependemos de pedirle agua a la industria," community spokesperson Diego Rosales told researchers -- we depend on asking the industry for water. Community leader Liliana Romero put it more starkly: "Ya no tenemos la misma tranquilidad ... ya no nos queda territorio" -- we no longer have the same peace of mind, we have no territory left. A data-center boom that reuses Vaca Muerta's power and, in places, its land and transmission routes, risks compounding exactly those disputes rather than resolving them, unless local consultation and enforceable environmental review are built in from the start rather than treated as an afterthought.

It is also worth being honest about how much of this boom is still speculative. OpenAI's widely cited $25 billion figure with the Argentine firm Sur Energy rests on an exploration letter of intent, not a signed construction contract. Most developers are still negotiating 20-to-40-megawatt pilots before committing to anything larger. And Peter Thiel's much-discussed Argentina bet is, on the actual public record, a $76 million stake in Vista Energy's oil-and-gas business -- not in any data center -- with nothing in his fund's own disclosures citing AI or computing as the rationale. The gap between the headline numbers and the signed paperwork is large enough that Argentina can afford to write the rules before, not after, the money arrives. The backlash Thiel has already drawn, including protesters outside a Buenos Aires residence linked to him this August, is a sign that the politics of this influx are already contested well before a single data center has broken ground.

None of this means Patagonia has nothing to offer the industry, or that every project should be blocked outright. It means the region's water, its rivers and its communities should not be treated as a free input to a fiscal incentive scheme built for speed rather than scrutiny. Before any 500-megawatt campus is approved, Argentina should require public environmental and water-impact studies specific to each project, genuine consultation with the Mapuche and other communities whose land and water are closest to the proposed sites, and hydrological limits tied to actual river flows rather than best-case engineering assumptions. Vaca Muerta's oil and gas boom was allowed to outrun its own regulation for years, and the communities living beside it are still dealing with the consequences. Patagonia's next boom does not have to repeat that mistake, but only if Argentina writes the safeguards first and lets the data centers follow -- not the other way around.
